A wave of new projects is set to make Dubai greener, smarter, and one of the best cities in the world to call home

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has given the green light to a bold set of strategies spanning everything from parks and education to aviation and healthcare. The new initiatives, unveiled during the UAE Annual Government Meetings 2025, are a key part of the ambitious Dubai Plan 2033 — shaping the city’s next decade of growth and innovation.

A greener city with 310 new parks

Dubai’s new Public Parks and Greenery Strategy is set to pour AED 18.3 billion into over 800 projects citywide — including 310 new parks and 120 open spaces — all crafted to bring nature closer to every neighborhood.

By 2040, the city plans to triple its tree count, boost annual park visits to 95 million, and make sure 80% of residents are just a five-minute walk from a park. Dubai’s total green space will grow to 187 square kilometers, with 100% recycled water powering irrigation — a major step toward a greener, more sustainable future.

15,000 jobs in the aviation sector

Dubai is soaring higher in global aviation with the launch of the Aviation Talent 33 programme. The initiative aims to generate over 15,000 jobs and roll out 4,000 training programmes to cultivate homegrown expertise in the sector.

It will also establish 30 partnerships with top aviation companies and empower more Emiratis to step into key leadership and operational roles, particularly at Al Maktoum International Airport, strengthening Dubai’s position as a hub for aviation excellence.

More affordable, high-quality schools in Dubai

Education is a major focus for Dubai’s future. By 2033, the city plans to open 60 new affordable schools, adding around 120,000 student places to make quality education accessible for all families and push Dubai into the world’s top ten cities for education excellence.

Private schools will also benefit from incentives like reduced fees and lower land leasing costs, encouraging more investment and innovation in the education sector.

Sports for everyone

Dubai’s Sports Sector Strategic Plan 2033 is set to elevate the city as a global sports hub with 75 initiatives spanning 17 key sports.

The plan will develop young talent, back local clubs, and inspire more residents to stay active. It also aims to expand Dubai’s sports economy, attract international events, and promote healthier, more active lifestyles across the city.

New financial court for smoother business

To bolster Dubai’s financial resilience, a new Financial Restructuring and Insolvency Court will be established to handle bankruptcy and business reorganization cases more efficiently.

The court will safeguard creditors’ rights, support struggling businesses in bouncing back, and further cement Dubai’s status as a top-tier global financial hub.

Better access to preventive healthcare

In healthcare, Dubai is ramping up Early Detection Healthcare Services to boost preventive care for Emiratis.

The initiative targets a 40% increase in colon cancer screenings, a 50% rise in vaccination coverage, and 90% patient satisfaction. Appointment waiting times will also be cut to under a week, making healthcare faster and more accessible.

Building a balanced future for Dubai

Sheikh Hamdan emphasized that these initiatives reflect Sheikh Mohammed bin Rashid’s vision of a city that balances progress with wellbeing. “Dubai continues to lead in aviation, education, and sports, while fortifying its legal and financial systems. At the same time, we’re investing in health and green spaces to secure a sustainable, thriving future for everyone.”
