Dubai new app to report public cleanliness infractions

Dubai introduces a new app to report infractions related to public cleanliness.

Eltizam lets residents and authorised users take photos, submit notes, and help keep the city clean

In January, Dubai was crowned the world’s cleanest city for the fifth year in a row — and it’s no accident. Behind the spotless streets is Dubai Municipality, constantly rolling out strategies to keep the city pristine.

The latest initiative? Eltizam — a new app designed to promote shared responsibility when it comes to public cleanliness. Through the app, authorised users can report violations in real time, snap photos, add notes, and help keep the city looking its best. It’s a smart move that puts community collaboration at the heart of Dubai’s ongoing mission to stay clean, green, and world-class.

Here are the key violations that can now be reported on the Eltizam app in Dubai and you can get a fine for:

  • Spitting in public areas
  • Improperly disposing of chewing gum
  • Littering in parks, streets, or other public spaces
  • Dumping any kind of waste (including organic) into the sea, beaches, creeks, or ports
  • Draining vehicle wash water in places that aren’t designated for it
  • Lighting fires or barbecuing in non-approved areas
  • Posting flyers, ads, or other print materials that damage or deface public property
  • Not cleaning up after your pet in public spaces

What happens if you receive a violation?

You may be liable to a fine if you breach any of these regulations in Dubai, fines can be up to Dhs1500.

What other initiatives does Dubai Municipality have?

Dubai Municipality runs a year-round cleanliness and sustainability system — 365 days of keeping the city spotless. Backing this mission is a powerful fleet of 855 high-tech vehicles, machines, and tools, plus a dedicated team of over 3,200 staff working tirelessly to ensure Dubai stays clean, safe, and livable for everyone who calls it home.

Dubai Municipality’s daily cleaning operations are no small task — they span a wide and complex network across the city. This includes maintaining 2,400 km of main roads and highways, 1,419 sq km of investment zones, and 33.4 km of water canals and creeks. Their efforts also cover residential, industrial, and rural areas, markets, and waste storage sites.

Beyond routine cleaning, the municipality manages hazardous and medical waste treatment, offers community e-services like household furniture disposal, and oversees the removal of abandoned vehicles and equipment — all to keep the city running smoothly and sustainably.

Dubai Municipality also offers a range of services to support both individuals and businesses in managing waste and pest control — making it easier to maintain clean, healthy, and safe environments across the city.
